Allow Voicemails to be inserted as not new. Inserting voicemails as new will cause dialer to send notifications to the user. For initial syncs this is undesirable. Previously the NEW colunm is only available to call log. Change-Id: Ie9091d23082a333753760b194475b3d1b8b11917 Fixes: 69482089 Test: CTS
