Updating intent to use system services only. ExplicitHealthCheckController is filtering the system services libraries by setting the package name. We could simply pass the MATCH_SYSTEM_ONLY flag instead. This way we could stop depending on `getServicesSystemSharedLibraryPackageName` hidden API.
