Extend FeatureFlagUtils to take a context object. It's not used by anything yet, but will eventually be used to query feature override from different data sources (such as Settings.Global) Bug: 36222960 Test: atest Change-Id: Ie32f7c59b4a27199da72d8c9fbfdd1aeee6c0b34
