Fix to accept volume status with no ARC connection Now initiated ARC connection is required to accept volume status of AVR, but accepting it should not depend on audio output path; ARC nor eARC Remove dependency on ARC. Bug: 364806355 Change-Id: I1244991319dfc0d24c0c874a5bdcbc3b61b460a7
