Improve logging of AppBackgroundRestrictionsInfo atom The atom was not being logged for certain transitions. Make sure it is logged when the restriction level changes. Bug: 333882532 Test: m -j statsd_testdrive && statsd_testdrive 441 Change-Id: I691f63077de2f369a2b147558e2a841db9a31768
