Include library dependency If pacakge A is used as a library by package B, updating package A will kill package B. We need to include pacakge B when checking install constraints. Bug: 235306967 Test: atest CtsStagedInstallHostTestCases Change-Id: I456e4d2a6764c0dfb452adc17ca3bddc162c3bca
