By default, turn on signal strength update in power save mode. Adding a resource overlay which decides whether we should disable signal strength update in power save mode. And the default value is false. Which means we keep updating signal strength in power save mode. Bug: 72463137 Test: manual Change-Id: I5a5c363e2f2539a97b0b93ee4be37fed63cc69c2
