Rename partner-apex-allowlist to vendor-apex-allowlist Also rename corresponding field and getter in SystemConfig.java, and add new ALLOW_VENDOR_APEX flag to control what partitions can specify allowed vendor APEXEs (so far: /product, /oem and /vendor).
