Reset binder/looper stats when statsd dies. This is important because the data is accumulated by system server. If statsd dies, we do not want the data accumulated before statsd dies to be part of the new bucket after statsd restarts. Test: manual Change-Id: Ic08a46b22e04fae650fd8765f612b1d6b00f61ec
