De-flake CpuPowerStatsCollectorTest#isolatedUidReuse
The root cause of the flakiness is the implementation of
PowerStatsCollector.forceSchedule(), which posts the next
collection event at the front of the event queue, which
messes with the order of events as expected by the test.
