Refactor caller identity checks

* getCallerIdentity(who) and getCallerIdentity(packageName)
  can take in null, where getCallerIdentity() will be called.
* If componentName is null, isDeviceOwner(caller),
  isProfileOwner(caller) and isProfileOwnerOnOrgOwnedDevice(caller)
  cannot be called.
* Add missing null componentName checks
