Update Reference RCU kl and idc files 1. Reference RCU sends 0x9F for Notification key. Keylayout should map the same value to ANDROID_KEY_NOTIFICATION. 2. disable default key wake up feature unless "WAKE" is specified, by adding "keyboard.doNotWakeByDefault = 1" bug: 173100313 test: manual Change-Id: I6fd17c0f4776e6b303840f54f7cad5729f89467a
