[Notif] Rename HeadsUpManagerPhoneTest to HeadsUpManagerImplTest. Once we eventually merge the two HeadsUpManager test files, we want it to be in Kotlin. Since HeadsUpManagerPhoneTest is in Kotlin, give that test file the correct name.
