Remove option to set barrier layer by surface This functionality is no longer used, so we can remove it to make it possible to dump all LayerState data exclusively on the client side without requiring access to Surface Flinger to get the layerId Test: N/A Change-Id: Ie8939a74e1c29ef767b8df2515fba308b2c7fa15
