AudioService: handle SCO audio activaton for regular VoIP apps With new SCO audio state management, the audio framework must still call BluetoothHeadset.startScoUsingVirtualVoiceCall() and stopScoUsingVirtualVoiceCall() When the activation request comes from apps other than Telecom and Bluetooth.
