Wifi connection hysteresis Introduce a separate RSSI threshold for entry so there can be some hysteresis between entry and exit. Default to no gap for now, to avoid breaking older devices. Bug: 64422319 Test: Unit tests Change-Id: Ib0a9930e143061e3f18558e8cd934ab7226a1e95
