Log during one-time WebView migration. Log a message indicating whether we re-enabled a WebView provider during the one-time migration process, to help diagnose suspected failures in this codepath. Bug: 132815849 Test: manual Change-Id: Ie3b1b1d8c4497dc34f9eae5ee61d90c36761dd75
