Add string for disabling transcoding cache from Settings This is to provide users with control over whether to disable transcoding cache or not. The control resides within the Media transcoding settings under Developer Options. Test: Manual Bug: 185246580 Change-Id: Id62af7c3285bc279076b9d112d266fb802a27e81
