Only create DPCs for LocalDisplays & FLAG_OWN_DISPLAY_GROUP Instead of all Displays having their own DisplayPowerController, this CL makes it so that only LocalDisplays or displays which have explicitly requested a DisplayGroup will have a DPC created.
