Add device admin restrictions for mic/cam toggles Introduces DISALLOW_CAMERA_TOGGLE and DISALLOW_MICROPHONE_TOGGLE which are Device Owner restrictions to prevent the user from turning off global camera & microphone access on a fully-managed device.
