[AppOpLogging] Log IPC binder calls for checkOperation and noteOperation Log IPC binder calls of AppOpsService#checkOperation and AppOpsService#noteOperation. The log is used to generate stats for a distribution of AppOps in checkOperation and noteOperation binder calls. Flag: EXEMPT log only update Bug: 365584286 Test: Run "statsd_testdrive 943" and operate device to trigger log event, verify event is properly logged.
