Turn off the Always-on a11y service with correct user id when drag to
remove the FAB while A11yQsShortcut flag is off

Bug: 345134377
Test: manually
- Setup AccessibilityMenu FAB shortcut for OWNER USER
- Switch to Guest USER
- Setup AccessibilityMenu FAB shortcut and remove the shortcut
- Switch back to OWENR USER
- Wait until the AccessibilityManagerService finish switch the user
- Verify the FAB showed up on the screen
