Initialize LMS earlier in the boot cycle System services should probably be useable after PHASE_SYSTEM_SERVICES_READY. Everything is set up for LMS to do this, it simply wasn't done before. Test: presubmits Bug: 145019350 Change-Id: I5267abacc5e2bc98920400c0fa57603ac30d0a7c
