Add a shell command option to allow sending broadcast asynchronously It allows to send broadcast intent and return without waiting for the completion of receiver. Bug: 181506405 Test: manual - "adb shell am broadcast --async ..." Change-Id: Icf9cccbc14aacba70299a50bcdd48e5dd5b10384
