setKeyGrantForApp DELEGATION_CERT_SELECTION

* setKeyGrantForApp and setKeyGrantToWifiAuth
  should be guarded with the
  DELEGATION_CERT_SELECTION instead of
  DELEGATION_CERT_INSTALL
* Update DPM docs
