Don't applyReady immediately when create empty TaskFragment TaskFragmentOrganizer may create empty TaskFragment and wait for activity to start in it. In this case, wait for activity launch lifecycle event to set ready. Bug: 318762281 Test: verify with settings on folded device Change-Id: Ib982bd18c0a4e9812c5327b41c86fc0ea16cc35c
