Disable window tracing on user builds. - Make window trace shell commands fail gracefully in user builds. - Dont start the trace thread on user builds. Bug: 64831661 Test: adb shell cmd window tracing start && adb shell cmd window tracing stop && adb bugreport ~/tmp.zip (Tested on user and eng builds) Change-Id: I14252ddf8e884a714075383bf803e9f0836696a6
