Improve snapshot performance

Bug: 185481065

Use caches to improve snapshot performance.  SnapshotCache.Auto is a
concrete SnapshotCache that can be applied to a Snappable.  All the
Watched* classes are Snappable.  The cache improves performance and
reduces memory churn.
