Delete ShadeViewController.isExpandingOrCollapsing Moves the more thoughtfully written implementation from ShadeLockscreenInteractor to ShadeController, replaced all references to the one in ShadeViewController with it, and deletes it from both ShadeViewController and ShadeLockscreenInteractor.
