Add can interact/request to interact across profiles APIs Add CrossProfileApps#canRequestInteractAcrossProfiles, and CrossProfileApps#canInteractAcrossProfiles public APIs. This provides apps the ability to check if they can interact across profiles, or can they request that from the user if not.
