Let drag down to dismiss for PIP be configurable by an XML option. Bug: 80111808 Test: PIP functions as before when the option is true, and can't be dragged down to dismiss when it is false. Change-Id: I9f719c3d6fa7c81c8f437fc4917cb2d8754183b5
