Use empty impl for markVintfStability on host. This is required to run ravenwood host side test against AIDL compiler generated code. Flag: EXEMPT for test only Test: Local patch, verify unit test using AIDL callbacks pass on host. Bug: 349140710 Change-Id: I5f2ed0fdd692423e44336293fccd7ecefbe6cabf
