IMS-VT: Add config to control holding a video call Add <allow_holding_video_call> config that controls whether video call can be put on hold. The config holds true if carrier supporting holding video calls else holds false. Test: Manual Bug: 67031055 Change-Id: I2829ae21355e1728ad1520bd4a952703ea832a7f
