Allow BAL from SystemUI panel BAL hardening blocks e.g. the "Home" panel from starting the Google Home activity. This explicitly opts in all panels to allow BAL. Test: manual test Bug: 314033453 Flag: NONE Change-Id: Ic26f86cf8bd695cc1072674ea6e8dc19506b36fe
