Camera: Schedule camera stats collectiom job at system server boot complete During onStart(), the job scheduler may not be available yet. Get the job scheduler at the system server boot completion instead. Test: Boot, and check logcat for SystemServiceRegistry error Bug: 184195719 Change-Id: Iaffcf36794c78d13e9d8a66f74c37fc4a54280ac
