libbinder: computed DUMP_FLAG_PRIORITY_ALL Now that AIDL files can compute based on other constants, we can drop this hardcoded value. Bug: N/A Test: static_assert in IServiceManager.cpp checks value is unchanged Change-Id: Ib12df37c2a26c8de48f955843405c97b52602299
