Allow implicit-fallthrough warnings locally. It will be a global error by default. Test: make checkbuild Bug: 112564944 Change-Id: I5e1c707b620590ab9ebd3e9d2a38b3a3c4e473c4 Exempt-From-Owner-Approval: do not block on new warnings
