Preparation for SurfaceControl publication through SDK We add a setGeometry wrapper for parity with the NDK API. Also we add a singleton SCC to avoid exposing that in the API. Bug: 111297488 Test: Builds Change-Id: Ibedaff8b34b09feb0ceaeb6c0b4c6105b15e281c
