Otapreopt: Load properties from files Refactor file parsing into a helper. Load system properties, completely, from the right sources. Add code to parse init.environ.rc for environment variables. Bug: 25612095 Change-Id: I3e5b2ff620ccb374c775ed1922baa0d9b8ed5974
