Revert "SurfaceFlinger: debug layer bounds inset" Revert the debug patch as layer seems to ve valid. Instead validate the input to avoid an overflow. Bug: 137560795 Test: boot This reverts commit 38172ad8cf4a3dc3ee801cb295de891050993438.
