[SurfaceFlinger] Turn on Filtering when scaling. Whenever the dimension of display frame doesn't match the dimension of the cropped buffer, it means the buffer is going to be scaled, we must enable filtering on GPU composition. BUG: 121050127 Test: Open Hacker News in Chrome and verify by swiping up while keep finger on. Change-Id: I8c1c5c90c640f10d19f38f821df93bf9be476a85
