libvulkan: revert the false surface support implementation The producer has the ultimate decision on what format to allocate and produce, and this api should not check against the existing format on the ANativeWindow. Bug: 77853189 Test: build Change-Id: I8eebea67f417976f4c518f036f8fc014761f781f
