Make libbinder_rs be available to the virt APEX virtmanager is a first binder service in an APEX written in rust. libbinder_rs has to be made available to the APEX. Bug: 180297657 Test: m com.android.virt Change-Id: I4235dd879a237271b6ddf125d370acc3c508ed59
