libbinder: Move vector writing templates to header This allows us to reuse them to read and write vectors of parcelables. Bug: 23600712 Test: Compiles, aidl integration tests pass Change-Id: Ibbfc2f158b6b3000b13f35f3c09a0cd3741e8128
