Don't connect if the NetworkFactory has not requested it. This fixes persistent oscillations that occur if Ethernet is plugged in, where wifi connects, gets torn down because its score is too low, reconnects, ... Bug: 17632610 Change-Id: Icfeed9b46d97a8868b64a0be3cb83ac2884f3228
