p2p: support joining a group with a configuration
If network name and passphrase are specified in the
configuration, pass them to supplicant and try to
reinvoke the group whose SSID matched the network name.

Test: manual test
* create a group with configuration.
* join above group by reinvoking a group.
Test: Unit tests - atest frameworks/opt/net/wifi/tests/wifitests
