watchdog should ignore wrong password failures These failures are mostly caused by the AP changing it's password. There is nothing we can do by restarting wifi. Bug: 119100078 Test: unit tests Change-Id: I9ccc853cd68efed11750d29b1cf30c4dd2f737bc
