WifiConfigStoreData: Implement |createRawData| Implement the method to serialize the WifiConfigStoreData instance to raw bytes in XML format. This uses the all helper classes in XmlUtil to serialize the data. BUG: 29251019 TEST: Will add unit tests once the entire XML serialization/deserialization is complete.
