[NAN] Update link properties after creating agent. Separate creation of agent from setting link properties. Results in correct invocation of both OnAvailable() and OnLinkPropertiesChanged() callbacks. Bug: 30113801 Change-Id: I0447e286132bbcf40f297495a6e88973bd2e08f3
