p2p: support creating a group with a configuration
If specifying a configuration for creating group,
pass them to supplicant for setting up a group.
Bug: 64695709
Test: manual test
* create a group with pre-defined configuration.
* join it as new Group Client.
* join it as legacy Wi-Fi STAs.
Test: Unit tests - atest frameworks/opt/net/wifi/tests/wifitests
